Arroyo Says: We need parliamentary rule

Sources say that Philippines President Gloria Macapagal Arroyo while fighting her impeachment, has asked for constitutional change that would allow a parliamentary form of government.

According to reports from the Associated Press stated that in her annual state of the nation address to the Congress, Arroyo reportedly said that the country needed to adopt changes to meet the challenges of the new millennium.

Sources quoted her as saying "Ours is a country divided. One is a Philippines whose economy ... is now poised for takeoff. The other ... has become a hindrance to progress,".

The Philippine Congress has reportedly filed an impeachment complaint against Arroyo, charging that she lied and cheated in last year's election and accusing her family members of corruption.

According to The Associated Press, the impeachment report accuses Arroyo of 10 major crimes including election fraud and corruption.

Arroyo has reportedly denied manipulating the 2004 ballot.

Sources say that she has said she is ready to face an impeachment trial to clear her name and has formed a "truth commission," which will look into the allegations against her.

Informed sources have reportedly said that lawmakers had so far failed to garner the 79 votes necessary to bring the impeachment complaint to the Senate for a trial.

Reports indicate that Speaker of the House Jose de Venecia is said to have predicted a parliamentary system of government would put an end to many problems the Filipino government now faced.
